L.C.U's FORMULATION OF THE

LIBYAN CASE

AND THE WESTERN RESPONSE

For three years now, the Libyan Constitutional Union has been trying to put forward a very simple message: that the ruling dictatorship in Libya must be replaced not by another military or pro-military government, but with the restoration of full democracy to the nation.

We took our stand upon sound precedents in the face of an illegitimate/police state which had grown to become a hateful scourge to the Libyan people and a constant menace to the security of other nations as well. Indeed, its openly contemptuous attitude to the norms of civilised international conduct has now reached the new low of taking innocent postages under false pretences in an attempt to bargain for the release of convicted criminals of its own making,

The military junta that came to power in our country back in 1969 could never, by any stretch of the imagination, be regarded as a " revolutionary vanguard " of the people In fact, its coup has proved to be nothing but a subversive movement bent on destroying the whole structure of a nationally endorsed political system whose foundations had been laid by the UN itself. For it was under the auspices of a United Nations special commission that Libya gained its hard-earned independence as a constitutional democracy over thirty years ago.

To a certain extent, the extraordinary fact that a proven terrorist regime could get away with so many atrocities for such a long time can only be ascribed to the reluctance of some democratic governments to live up to their own fundamental principles on principle alone.

We have to say this with particular reference to the United States. From both our own experience and observation, we have come to the conclusion that (for all its rhetoric on the high ideals of democracy and human rights and so forth) the US Administration does not really concern itself with the question of democratic civil liberties in Third World nations. Apparently, the American government would rather deal with established military cliques or would-be insurgents in relation to such countries.

وردود الفعل الغربية

( ترجمة بيان نشر بصحيفة " الغارديان " البريطانية بتاريخ 6 أكتوبر 1984 )

ما برح الاتحاد الدستوري الليبي طيلة ثلاث سنوات يسعى لطرح فكرة في غاية الوضوح والبساطة: وهى أن الحكم الدكتاتوري القائم في ليبيا حاليا ينبغي ألا يستبدل بنظام عسكري آخر أو حكومة شبه عسكرية وإنما يجب أن يكون هدف الليبيين إعادة الحياة الديمقراطية الكاملة إلى البلاد .

وقد اتخذنا موقفنا المناهض للحكم العسكري عموما بالنظر إلى سوابقه المعروفة في أجزاء متفرقة من العالم، كما التزمنا بهذا الموقف في مواجهة دولة بوليسية خالية من الشرعية أتيحت لها كل الفرص لتثبيت أقدامها حتى غدت كارثة على الشعب الليبي ومصدر تهديد دائم لأمن غيره . بل ان استهتارها السافر بقواعد السلوك الدولي المتحضر قد حطها الآن في مستوى لم يسبق له مثيل، إذ طفقت تحتجز الرهائن من الأبرياء بغية المساومة بهم على إطلاق سراح بعض صنائعها من المجرمين المدانين .

ان الطغمة العسكريـة التي استولت على السلطـة فـي بلادنا عام 1969 لا يمكن اعتبارها " طليعة ثورية " للشعب بأي حال من الأحوال . فهي قد برهنت بنفسها على أن انقلابها لا يعدو كونه حركة تخريبية جعلت شغلها الشاغل تدمير البنيان الكامل لنظام سياسي كان قد أقره الشعب بعد أن وضعت أساسه هيئة الأمم المتحدة ذاتها . ومعلوم أن ليبيا يوم حصلت على استقلالها كدولة ديمقراطية دستورية بعد طول عناء لم تنل ذلك الاستقلال إلا تحت رعاية إحدى اللجان الخاصة المنبثقة عن الأمم المتحدة قبل أكثر من ثلاثين عاما .

وإذا كان من الغريب أن نظاما إرهابيا ثابت الهوية يمكن أن يفلت من العقاب رغم تماديه في ارتكاب أشنع الفظائع، فلا شك أن من أهم أسباب ذلك عدم إخلاص بعض الدول الديمقراطية لنفس المبادئ الأساسية التي تنادى بها .

ولابد من الإشارة في هذا المجال إلى مواقف الولايات المتحدة بصفة خاصة . فنحن من خلال التجارب ورصد الأحداث قد توصلنا إلى قناعة تامة بأن الحكومة الأمريكية ( رغم تشدقها الدائم بكل المثل العليا للديمقراطية وحقوق الإنسان ) لا تهمها في الواقع قضية الحريات المدنية الديمقراطية في بلدان العالم الثالث، بل يبدو أنها تفضل التعامل مع سلطة عسكرية قائمة أو مشروع انقلاب في مثل تلك البلدان.
